SPECIAL PROGRAM IN THE ARTS

Rationale:

The Department of Education (DepEd) has been mandated by the state to be responsible for the education and total development of its manpower/population. In response to the challenges posed by the information age in the 21st century, DepEd implements the Special Program in the Arts to prepare Secondary School Students to be globally competitive, productive and creative.
The Special Program in the Arts (SPA) is a nationwide program for students that responds to the current trend/advances in information, communication technologies, robotics, cyberspace and biotechnologies which have dramatically revolutionize our economic and social order and the very fiber of Philippine society.
DepEd in its mission to preserve, promote and develop Arts and Culture has to implement a Special Program in the Arts, i.e., Media Arts, Theater Arts, Literary Arts, Visual Arts, Music (Vocal and Instruments) and Dance Arts in regular secondary schools. Hopefully, the program will equip and prepare the Filipino youth to join and live in borderless advanced society.

Objectives:
1. Develop students with special inclination to music, visual arts, theater arts, creative
writing, literary arts, media arts and dance.
2. Develop students to express their ideas and feelings through their chosen art forms.
3. Develop a sense of nationalism through deepened appreciation of Filipino Culture and
Arts .
4. Develop aesthetic awareness and perception.
5. Develop the general skills and attitudes, the habits of heart and mind of students will
need as preparation for life and work in a postmodern society regardless of their chosen
career.

Recipient:

Among the secondary schools in the Island Garden City of Samal, Samal National High School was chosen to pilot the said program of the government. This is now the second year of implementation of the program. About one hundred fifty (150) students are catered to this program.

Other Stakeholders:

The Parent-Teachers Community Association (PTCA) and the Barangay Officials of Peñaplata gave their all out financial and moral support to the program.

Activities:

The Special Program in the Arts had first recital/exhibit on their crafts last March 2, 2006. This was done in line with the celebration of the founding anniversary of the Island Garden City of Samal. The program now has its slot for the said celebration annually.

For the current school year, visual arts students participated in the STEP Competition in Mural Painting, Poster Making Contest sponsored by local government agencies, Theater Arts also took part in the Regional Music Theater Competition, One Act Play both regional and division levels ; Music (Instruments) shared their skills in some of the different division activities; Dance Arts and the aforementioned arts showcased also their skills during the Samal National High School Nite as part of the community involvement.
